Sorry to hear you're having trouble Alberto,

Any chance you can try running the latest version of the Installer that you can download from here to see if the same thing happens?

Once you have installed, try running that restart script again and let me know how you make out.

    Thanks!

Robb, there is something fundamentally wrong with the RV installer. I just went through this endeavor and time of discoveries too. I was servicing our old player (Intel Stick, Win10 Home) for WiFi issues. Decided to update the Player along the way too. I uninstalled it using 'Uninstall Rise Vision Player' App. Downloaded the newest 32bit Installer right off the RV Display screen. Fixed WiFi problem and proceeded with RV installation. Could not do that. Every freaking time the installer was stalling on that darn  'extracting local-messaging.' After few fruitless attempts, I navigated to 'rvplayer' folder (yes it was still there even after I uninstalled RV) and deleted it. After that, I ran the installer again and the RV Player has installed this time no problems. I mean, I do not know what else to say here, I am sorry, but you need to know what is happening out there, on the receiving end of RV users, and not in RV testing facilities.
